"regions of the brain that are optimal at creating wealth"

What does this mean?

"In order to affect change, you must be morally persuasive in the eyes of the bureaucrats that hold the power."

This is true of any system. In capitalism for example, you need to persuade investors that your ideas are good in order for them to have a chance.

As for assessing clinical depression symptoms, why use a scanner? Why not just give them something that's already been standardized for that purpose for a long time, like a Beck depression inventory or something?

The last thing I'm going to do is listen to "experts" and "scientists" who make their silly models and tell us what to do.

OPERATIONALIZE.

That's the problem with neuroscience. It's damn near impossible to operationalize because we don't know how the brain works on a cellular level. People are always trying to link Grand Concepts to brain function, but fMRI is not even close to being able to do that. Your last sentence is good, scrap the rest.

Who am I kidding, you could probably find funding for this from pro-Capitalists (they've got money), and you could find publication since neuroscience is full of BS.
