"people are chronically homeless if they have been continuously living on the streets for a year or more, or if they have been homeless at least four times in the past three years. They also have to have a disability, often mental illness or substance abuse."

This could just as easily be an indicator of better treatment for disabled individuals.  For that matter, it could also be an indicator of greater intimidation of the homeless, or increasing criminal element among the homeless.  This could make the homeless less inclined to show up to places where they might be counted and documented.</description>

		<description>I simply reject the notion that it could be as effective at the federal level as at the city level. 

In a virtual world in which the normal laws of man do not apply I wouldn't care if it was handled at the city or federal level. But I should state that it is my belief that only by changing the fundamental nature of man would you be able to get the same kind of efficiency at the federal level as you do at the city level in the context of this example. 

I said in the 'context of this example' so don't even think about haunting me with this one.</description>

		<description>Would you disagree with it if it showed the same level of effectiveness?  What I mean is, I thought you favored local control because it was more efficient and responsive; do you have further objections to feeral control if it works just as well in a given situation?</description>
